This figure is the percentage of times that your ad gets clicked on, relative to how many times your ads were shown. If you make your advertisements relevant, eye-grabbing and successful at getting traffic, then you will enjoy a higher position.

A second element that you need to factor in if you are going for Google  marketing is to look at your entire CTR for your account. If your CTRs are high for every one of your campaigns, then you will have a higher-than-average score.

One factor that your quality score from Google will depend on is the quality of your landing page. This is the page that your visitors land on once they click through your ad. If your page is relevant to the keyword you're bidding on, then you should expect a higher score. If you have not made sure this is the case, then your out-of-context and keyword selection will hurt your overall score and ad placement.
A third element that counts for or against your quality score from Google Adwords marketing results from how your ad fits in with the search terms. So if your ad is not relevant to the search terms, then this can hurt your overall quality score as you might expect. On the other hand, if your ad seems to be related to the search terms in terms of SEO, then your quality score will reflect that.

When you consider these factors carefully, you have a better chance of success - but Google doesn't say what else is factored in. This is why Google Adwords marketing is not an exact science.
